Ayd Mill Road Traffic

Analysis of City Ayd Mill "TEST" data presented Feb 4, 2003

-Traffic is increasing on Ayd Mill Road and the north end, some areas by huge amounts. Overall traffic is increasing in the neighborhoods.

-Traffic on the four blocks of Lexington between Randolf and Jefferson decreased at first, but is now increasing due to "induced traffic", which means that adding capacity and access adds to overall traffic.

-Night noise levels doubled at Wilder on the south end of Ayd Mill.

-Air Pollution data is not released by the City. As citizens who paid for this health related data we demand to see it. UPDATE: Air pollution data released 4 months late.

Ayd Mill EIS

-The Ayd Mill EIS is mandated by Minnesota statutes and rules because of freeway connections.

-The Ayd Mill "TEST" is not in the legal "SCOPE" of the project and the legal process to amend the scope has not been followed.

-The Ayd Mill "TEST" connects to a freeway and is beyond the test definition of the EIS rules, i.e., you cannot do the project and call it a test.

-The Ayd Mill EIS Task Force ranked Park first, then Traffic management, do nothing, two lane connect I35, four lane connect I35. The task force was appointed by the City and represented the area district councils, government and business.

-The City EIS position is a two lane 35mph road, connected to I35E.

Other Transportation uses of Ayd Mill Corridor

-Neighborhoods First supports Commuter Rail.

-Neighborhoods First supports the bike trail connection to the Mpls Greenway with the Ayd Mill Corridor.

-Neighborhoods First presented a cheap solution to the District Councils to downbuild to two lane 35mph using the existing road. The extra two lanes would be striped for pedestrian and bicycle paths. 14 councils that considered the proposal as presented by NF passed it. This is very close to the City Council position without the I35E connection. Cost would be approximately $20,000

Costs to the taxpayer

-$400,000+ for the "TEST" in 2002. 2003 is more money.

-$100,000,000 for the four lane connect.

- Two lane connect will not be funded.

-$20,000 for the two lane with bicycle-ped striping proposal.
